Training Department was established in 1987. It ensured the coordination and organization of training process taking into account the importance of timely training of different professional groups and categories in conditions approximated to the industrial ones. Training Department carried out training for maintenance of operating personnel skills. Training Department was certified in State Supervisory Body. Permission for qualification support was issued annually.
At the present time, Training Center of SE “Khmelnitsky NPP” provides professional training and qualification support for all personnel categories; performs licensing activity in that area, and develops instructional materials.
Training Center carries out methodological support for on-the-job training. For this purpose highly skilled specialists and professionals passed the training as tutors.Automated system for recording and integrated analysis of simulator training is widely used at full-scope simulator; it implements the concept of common information space. Recording of process, audio and video information allows personnel taking simulator training to graphically demonstrate their actions during fulfillment of training tasks, indicate strengths and weaknesses, errors in actions and solution process. Also, there is a possibility to demonstrate “standard” actions recorded by the system during training of other shifts/personnel demonstrating correct/incorrect actions.
Due to the fact that the system keeps long-term archive of training sessions and stores all statistics there is a possibility to analyze errors most frequently arisen during simulator sessions, update appropriately training plans, generate error correction programs, select individually lesson topics for operating personnel taking training at full scope simulator. Thus, probability of errors at operating unit is reduced, and level of operating personnel training is increased.
Khmelnitsky NPP Training Center has introduced and is using computer-based training system for field operators. It has been designed to work out and maintain knowledge and skills of plant operating personnel (field operators) on operations and switchings at equipment and to develop professional skills based on the understanding of consequences of their actions (or failure to perform action) to NPP safety.
Use of this system allows to:
• Reduce individual and collective doses of personnel exposure due to the relocation of training sessions conducted at the workplaces to the areas clear of the effects of ionizing radiation;
• Increase quality of training through better familiarization of personnel with location of equipment in-situ and performance of significant operations directly during their training at the Training Center;
• Enhance level of safety culture.
In 2017, SE Khmelnutsky NPP commissioned a computer-aided system (ASKN) for personnel training and qualification control in the area of nuclear and radiation safety developed with Training Center professionals’ guidance under the international project “Introduction of Computer-aided Training and Qualification Control for Operating Personnel in the Area of Nuclear and Radiation Safety”.
The ASKN is used for personnel training and qualification control regarding awareness of legal acts, regulations, codes and standards in nuclear and radiation safety. The training is followed by the knowledge control at the Central Examination Board chaired by KhNPP Chief Engineer.
Before the plant personnel take examinations in the nuclear and radiation safety at the Central Examination Board chaired by the Plant Chief Engineer they are expected to pass computer-aided training and qualification control using the ASKN.
To implement objectives of practical training for maintenance personnel at KhNPP a series of simulators has been designed and put into operation at the Training Center; they simulate real equipment in full and allow conducting initial practical training and refresher training immediately prior to the maintenance activities. Personnel of maintenance department take practical training at flange joint simulators, pump simulators, benches with pipe valves and faucets, and lapping machine to grind sealing surfaces of pipe valves. Training of handling equipment operators and controlling physicists is conducted at refueling machine simulator before each outage. Personnel dealing with welding take refresher training in welding workshop at the Training Center and SG header simulator. Maintenance personnel of I&C department take simulator training at multi-functional local I&C simulator.
Simulator training of maintenance personnel during inter-maintenance period and directly before outage promotes for consistent skills to perform maintenance works, maintain high readiness to perform complicated maintenance tasks, and enables reduction of dose burdens to personnel.
Using own resources KhNPP Training Center has designed “Automated Personnel Training Management System” allowing to analyze, plant and record personnel training. This is a module-based system covering all processes related to training of personnel at NPP, computerizing work of NPP Training Center. Use of this system allows to efficiently carry out bigger amounts of work on training management. This automated system has been introduced and is currently in use at all Training Centers of NNEGC Energoatom.
In 2017 KhNPP conducted training on 19324 man/courses. The curriculum for 2018 amounts to 16317 man/courses. Thus, nearly entire personnel of KhNPP are covered by different types of training.
KhNPP Personnel Training in man/courses
Special learning and methodological materials are used for training including the following: instructor’s manual, lesson plan, examination question pool, presentation materials, user’s guide, hand-outs. To date, using own resources Training Center has developed training materials nearly to all training courses for operating personnel and most of another training courses. Total amount of training materials stored at technical archive of the Training Center amounts to 5900.
Missions (OSART) and reviews (WANO) conducted within 2007-2016 have proven the compliance of KhNPP personnel training system with international requirements and standards, and specific components of the systems have been outlined as good practice.
