About Implementation Status of Investment Project for Construction of Khmelnitsky 3 and 4
(as of 12.01.2018)

1.    Project Implementation Status:

•    On 08.12.2016 feasibility study materials for Khmelnitsky 3 and 4 received from CJSC “KIEP” were updated, and submitted for complex expert review to “Ukrderzhbudexpertyza” on 26.12.2016.  
•    On 14.02.2017 a meeting of section for “Nuclear and Energy Complex” of Scientific and Technical Council at Ministry of Energy and Coal of Ukraine was held to address updated feasibility study document for construction of Khmelnitsky 3 and 4. Based on the results of meeting Scientific and Technical Council of Ministry of Energy and Coal of Ukraine approved feasibility study.
•    On 29.05.2017 state enterprise “Ukrderzhbudexpertyza” provided positive conclusion on the results of expert review of feasibility study for construction of Khmelnitsky 3 and 4.
•    To inform neighboring countries in the frame of Environmental Impact Assessment Convention Ministry of Ecology and Natural Resources of Ukraine conducts the assessment of environmental impact of trans-border areas. Competent answers were provided to the requests of Republic of Belarus, Poland, Austria, and Slovakia. Relevant information materials are available on the web-site of SE NNEGC Energoatom in order to provide public access to the information regarding updated feasibility study for the construction of Khmelnitsky 3 and 4.
•    In September  “Action Plan for Public Consultation on Construction of Khmelnitsky 3 and 4” was prepared and approved by the president of NNEGC Energoatom.
•    A draft of the Decree of Cabinet of Ministers of Ukraine “About the Approval of Feasibility Study for Construction of Khmelnitsky 3 and 4” and Explanatory Note were approved by the Ministry of Energy and Coal of Ukraine and submitted for the review to central government authorities, and the appropriate notice №01/33-9452  was issued on 18.10.2017.
•    Ministry of Energy and Coal of Ukraine provided answers to central government authorities concerning the results of review of the draft of CMU Decree “About Approval of Feasibility Study for Construction of Khmelnitsky 3 and 4” in the letter № 33.4-ВИХ/727-17 dated 01.12.2017.
•    NNEGC Energoatom finalized the draft of Decree and Explanatory Note based on the comments provided by central government authorities and submitted these documents to Ministry of Energy and Coal of Ukraine for further work on 05.01.2018, ref №197/46. Ministry of Energy and Coal of Ukraine is preparing necessary documents to submit the draft of Decree to the Ministry of Justice of Ukraine.   

2.    Upcoming Tasks:

•    Receive Cabinet of Ministers’ of Ukraine approval of updated Feasibility Study;
•    Complete assessing the impact of Khmelnitsky 3 and 4 to the environment in trans-boundary areas, and complete ecological expert review of Environmental Impact Report jointly with Ministry of Ecology and Natural Resources;
•    Complete legislative procedures for the completion of construction of power units by adopting new Law of Ukraine “About siting, designing and constructing  Khmelnitsky 3 and 4”;
•    Cooperate with State Nuclear Regulatory Inspectorate of Ukraine on substantiation and preparation of regulatory and legislative solutions and feasibility study for completion of construction of power units.
